Error accessing Volume Shadow Copy Service

As a test, I was trying to sync my Outlook.pst file. It works if Outlook is
not running, but when it is, I get:

Error copying locked file
"C:\Users\TMcManus\AppData\Local\Microsoft\Outlook\Outlook.pst"!

Error accessing Volume Shadow Copy Service!
(Error calling "backupComp->AddToSnapshotSet".

I am running Win7 Pro x64 SP1. Advanced Global settings has Copy Locked Files
ticked. Is there something I need to setup on my OS for this to work?

0x8004230f is VSS_E_UNEXPECTED_PROVIDER_ERROR for which MS writes "The
provider returned an unexpected error code." This doesn't give much of a clue,
maybe resetting VSS helps (FFS help file -> VSS)
