summer/wintertime issue

Probably the problem is more Windows related than a FreeFileSync issue, but since the issue influences the performance of FreeFileSync, I put the question here.
I sync between my HDD in my PC and a USB Fat32 external HDD.
Suddenly, FreefileSync wants to copy ALL my files, although they should be identical.
What has changed is that the date modified of all my files between both HDD's now differs with precisely one hour. And that has to do with the change from wintertime to summertime.
How to avoid this issue?

Thanks for the answer and solution.
I did not realize that the term for summer/wintertime is daylight saving time.
I did already a try by comparing file contents, which takes time, and noticed that FreefileSync changes the attributes of ALL files (which goes fast) and now all times on the FAT32 drive are similar to the corresponding times on my PC drive. The coming half year again back to normal.
