What's "Use local settings"

I have a batch file that I run in RTS. I added a new folder pair and went to change the sync settings, but the options were disabled. I checked "Use local settings" and they were then enabled. What does "Use local settings" mean? What other settings are there and how would I change those?

The contrary of "local settings" is "global settings".
This local versus global issue refers to the case where you have multiple left-right folder-pairs.
Global settings, as defined via the top icons (F6, F7, F8), apply to all folder pairs.
Local settings (if any), as defined via the icons in the folder-pair row, apply only to that specific folder pair.
