Options settings for Windows Scheduled Tasks

It appears to me the settings for Options are stored on a per-user basis. I want FFS to launch from Task Scheduler every time the computer boots. Currently, that is set to use the SYSTEM account with Highest Privileges checked. Where do I put the option settings for Copy Locked Files, Number of Reties/Interval, and Copy ACL so that SYSTEM account can see them? Also, is using SYSTEM account going to be sufficient to get past need for elevated privilege that is causing error 740 when running with ACL option turned on running as domain administrator?

Although the system account has it's own config folder, just like any regular user, it may be a better idea to explicitly set the path to the GlobalSettings.xml file via command line:
