I have been able to use windows photo viewer as default external. However the foward and back arrows are disabled thereby allowing me to view just a single file rather than browsing. The command line code is "%local_path%" but as stated only allows single files to be previewed.
Windows Photo viewer is the current default opening application.

Arrow keys + photo viewer work for me when started from FFS.
