Mac OS v10 on 10.12.6 losing file app associations

When I use FFS to copy from one volume to another the source volume's file association stays intact but the destination's is lost. These are files without visible file extensions that were originally copied from an older drive on an older Mac onto a NAS drive. But I am using Mac OS 10.12.6 FFS to copy the files from one NAS volume to another and it fails. I have success by manually dragging the files in Mac OS from one NAS volume to another, I just can't use FFS. The "Kind" column shows the JPEG image change to a "Unix executable" when I use FFS but when I drag to copy in Mac OS it stays as a JPEG image. Any thoughts?

Sounds as if the target volume doesn't support extended attributes (which are considered by FFS)

It would seem like that or a bug in the NAS like that but using Mac OS to drag the file over to that same volume does work. (And both volumes are running on a WD PR4100 NAS OS — same OS.)

Is there another way to confirm test that ffs is still copying the ext attributes?
