The video tutorial shows that configurations can be saved after running a sync. Can configurations be saved safely before running a sync?

Sure you can!
However, most commonly, when "developing" correct sync settings you may want to run a Compare, evaluate the proposed sync actions, and if that seems OK to run an actual Sync and look if also the result is OK.
Normally, only then it makes sense to save the sync setting file for re-use.
