version 10.9 detect moved files on Mirror not working

Hi
it is generating "Move to recycle bin" and "Create"
instead of rename file
and it take ages to finish.

my configuration

machine1 master folder on windows 10
4 different machines (windows 10) running FFS from \\machine1\c$\master_folder to local folder

all 4 machines runs ffs on schedule basis every 5 minutes

please your help it use to work perfect.
