I have started using FreeFileSync and the program is great but I'm running into an issue. FFS is always detecting files on the left to be "newer" than the files on the right based on the timestamp. Even after doing a full Sync, the files on the left are "newer".

How much 'newer' are they? Do tall files have the same timestamp on the right side after syncing? May be related to dst shifting. Where are you syncing to/from?

The "newer" files are newer by a wide range, from a few days to a few years newer. As for your second question, if I understand it correctly, ALL files on the right have their timestamps unchanged after syncing. I assume my sync source is causing the issue. I am syncing from a network drive attached to an Android host (left) to an external drive attached to the Windows host (right) that is running the FFS process.
