I get roughly 30 Mbps upload speed from my ISP. Typically this can fluctuate between 26-34 Mbps at any given time if I were to upload a single file directly to Google Drive via the web browser, or other 3rd party tools.
However, with FFS it typically uses about 22-24 Mbps unless I use increase the parallel operations.
It's clearly not a network issue. So does anyone have any ideas as to what would cause this behavior?
Syncing with Google Drive not using full bandwidth.

Thanks for the suggestion. However, whatever overhead is created by that should be mitigated with the source being an SSD and the destination being Google Drive. The bottleneck would be my bandwidth from my ISP being 30 Mbps, or about 3.75 MB/s. FFS is just not using the available bandwidth for single file operations.
But, just to confirm I did go ahead and disable fail-safe file copy. FFS is still uploading between 22-24 Mbps with it disabled though.

Three years later, this still happens.

It was working fine for months, and then BAM! No responses to request for assistance with this. Very disappointing.
