Using Outlook for notification

Can MS Outlook be used for sending the sync notification?

If you can write a script to tell outlook to do that, sure!
Just put the terminal-command to execute the script in the "run a command on completion" field.

Other kinds of scripts should also work somehow

You only need donation for the natively supported emails, not to run a post-sync command
