HELP PLEASE: File Sync Not Always Syncing

I'm using FFS v11.18 to sync one file every hour from FTP to a local drive folder. Sometimes it syncs and other times it does not.

Here are my needs:
The MP3 file on the FTP server is always a new version every hour, I always need to replace the local version no matter what. Notes: The new file on FTP gets loaded exact same time every hour, same file name, file size may vary slightly.

Here is my issue:
Sometimes the file on the FTP is repeated i.e. same date, but an earlier time. So the local drive file is newer, I need FFS to ignore this and to always replace it anyway, how can I do this please? TIA.

My settings below:

Comparison > File time and size
Include symbolic links (unchecked)
Ignore errors (checked)
Automatic retry (checked) 3 / 5

- FILTER
Include: *.mp3

Exclude:
\System Volume Information\
\$Recycle.Bin\
\RECYCLE?\
*\thumbs.db
No file size min/max set 0

- SYNCHONIZATION
Custom <>
Item exists on left side only // Copy new item to right
Left side is newer // Update right item
Conflict/item cannot be categorized // Leave as unresolved conflict
Right side is newer // Update right item
Item exists on right side only // Do nothing

Delete files: Permanent
