Sync and Update files between an iPad and a PC

Is it possible to file sync between an iPad and a PC in the same way as you would PC hard-drive and an external hard-drive where files are updated and not just transferred from iPad to PC? Application any help or advice. Thanks Mark

No, Apple only allows access to the DCIM folder when mounted through File Explorer. Even then, it is only for iPad->PC transferring.
