Question on absolute path in In- and Exclude Filters

As a reaction in several topics Zenju recently wrote:

"Full path to relative path" detection and conversion has been added for the next FFS release: viewtopic.php?t=9225#p34808

What does this mean exactly?
In (almost?) all cases, the absolute path will refer to either the left, or the right (base) location.
With the new conversion feature, will the converted In- or Exclude rule still apply to both the left and the right location, or will it then only apply to the left or the right location, depending on whether the absolute path matches left or the right location?

It seems Zenju's post in viewtopic.php?p=34808#p34808 gives the answer to my above question (and please correct me if I am wrong):
FFS will suggest to change the specified absolute path in a relative path.
If accepted, the converted rule will then apply to both the left and right side, just like before.
