Have mirroring and versioning without deleting files

Hello,
I have a current setup where I mirror using versioning. The problem is when someone saves a file and never updates it and then it gets deleted I no longer have this file in the mirror or the versioning folder. Is there a way to achieve this?

Change to 'Update' instead of mirroring
