compare is blocked

Situation:
as a "normal" user, directory and file compare is blocked:
"nothing to compare".
(simple directory with a few of files and complex directory structures.)
if the administrator is logged in, then freefilesync works correctly.
compares et.cetera.
im a win10 user in a company network with some security routines.
