Currently there is the workaround to just start manually via Windows Explorer, so this is not a showstopper issue.
It is a showstopper issue for almost half a million users stuck on 6.2, that's almost a fifth of your total users

Same for me. Attempting to start FreeFileSync 6.3 or 6.4 (portable install on a USB Flash Drive) via my application launcher ASuite gives:
Cannot open file "GlobalSettings.xml".
Error Code 32: The process cannot access the file because it is being used by another process. (CreateFile)
