The one that has this issue is branded Lenovo, processor Intel i7, graphics card nVidia RTX 4070 Ti.
The one that does not have it is branded HP Omen, processor AMD Ryzen, graphics card nVidia RTX 3080.
Practically no other differences, the same antivirus etc.

Are both machines Windows updated identically? Graphics driver updated?

You really ought to post your OS and version.
If you are running it on Windows though, you can probably get away with simply restarting Explorer in your task manager. Not a fix but quicker than doing a full restart.

To add to Plerry's solution, hidden files are typically few and far between besides the defaults, so excluding is the best in my opinion.
