I suspect your FTP server is failing to correctly identify UTF8 support via FEAT: https://www.rfc-editor.org/rfc/rfc2640#section-3.2
You can check this e.g. via FileZilla by manually sending the "FEAT" command.

I am using NAS and I am using EUC-KR encoding.
When I connect to ftp in this program, all the characters are broken.
Currently I have to use EUC-KR. My environment can not use UTF-8.

This program does not seem to be able to change the ftp charset.
