As it happens I tried uninstalling and then running the 10.24; all that happened is it could not find the version of exe in the Bin directory.
The good news is that when setting up to use the process monitor, as suggested above, v10.25 downloaded and installed ...

My upgrade from 10.18 to 10.24 will not complete.
The install apparently reaches the end and then it gives me a launch error with the message:
