I would like the ability to auto resolve conflicts on 2 way sync
I have a couple of files where sometimes it looks like the file in both location has been amended, but in reality there the same, or its like a tempory file
Is there a option that can be selected to auto resolve these and just use the one with the newest date stamp

You can define your own Custom sync in your Synchronization Settings (F8)

I was looking at the custom section, but how do you set it so newest is used, it seems to have this option but doesnt have it when database is ticked?

You can't use a database for this. Using a database allows you to replace a newer file with an older file and have that replacement propagate to the other side of the sync. It does this because the file is 'newer' as in being the most recent copy, but this would 100% ruin what you are trying to achieve.

Would this
If it exists on both and has been changed keep the latest
if its removed off the server, and already exists on the PC removes from the PC, hopefully goes to revisions
but if it was created on the PC so doesnt exist on server copies it over
If it exists on server, but has never been on PC, copies it over
hope that makes sense

Using a database has benefits and drawbacks, no one else can decide if you should use it or not.
The cause-action relations are shown in the sync settings. Your description seems correct, but you should test it manually before trusting it en masse

That depends on the Custom sync settings.
For each of the Difference categories (the top four icons), you define your Custom Action (the bottom four icons).
Clicking on an Action icon makes you cycle through the available actions.
Hoovering your mouse over any of the icons will give you tool-tips about that icon.

I dont think the custom has it either
As if the file updates on both sides it doesnt know which it should keep, but for me id always want to keep the newest. In theory it wont happen with normal saved files
by on outlook pst, it seems when either client has been viewing emails, it updates the file so it needs to sync. but in reality the pst is still the same
