Are you intentionally installing to your 'D:' drive?

Only because I have plenty of space there, BUT I tried on my C disk and it has loaded and started fine so thanks for your comment!

I was just checking, because if that wasn't intentional, I was going to suggest uninstalling using a tool like Revo, just to make sure any remnants are found and removed. I can't see why installing there wouldn't work unless that drive is failing or the file system is corrupted

I'll just note...
I had an install on C:.
(I do not know if it ran, but it was "there".)
(Leaving that as it was), I then installed onto E:.
The install onto E: was fine & the program ran.
I then went to run the install on C:, & I got the very same error message as in your screenshot.
(Didn't think at the time to check the C: directory date, & I should have!)
Looking at the C: install, the file, install.dat, was physically missing, hence the error message.
Now, when or why it was not there, can't say offhand.
Though I did uninstall from E:, then I reinstalled on C: (& with that install.dat was there) & C: worked, & then (leaving C: as was) I again installed onto E:, & that install onto E: also worked. (So at this point I have installs on both C: & E:, & both work.)
So the way I see it, there should be no inherent reason why an install should not work on E: (or D:).
(In my case, E: is my system drive, & C: is a "data" drive.)

My guess would be a failed installation caused by AV software.
