It is always possible to run FFS as a standard user or with admin privileges, irrespective of the FFS edition (standard or donation) being used (at least up to version 10.2 ...).
Only certain features, e.g. Volume Shadow Copy require FFS to be run with admin privileges. But again, this is independent of the FFS edition.
(All) the differences between the FFS standard and the donation editions are listed in the FAQ.
Obviously, accessing certain folders (e.g. system folders) in/by your sync requires the user under whose credentials FFS is run to have read or read/write rights to those folders. And it might be only admins have such rights.
This has nothing to do with FFS and, yet again, is independent of the FFS edition.

I was under the impression that FFS can be run FROM the portable USB drive but seems that this cannot be done.

Yes, FFS portable mode is the way to go.
