Option to ignore files on certain modified date or date range for sync

So, for whatever reason, some of my files are reverting to the 12/31/1969 date. I think this is the null date the system reverts to when no date exits. This is prompting a lot of files to be re-copied when no change has been made. Seems to be only the modified date on a file's properties. I'm not sure what is causing it but if there was a filter option for a date or date range(for other situations), it would be helpful. Or maybe this already exists that I'm not aware?

Thank you for the suggestion. The window of inclusion would work but I wonder of something more automatic can be set-up, this seems to be done on a manual as-needed basis.
