Why FFS copies entire source folder again

Occasionally it seems like when I Synchronize FFS folder pair it has to copy the entire folder again. Is there a reason for this?

After running a Compare in the FFS GUI, the Compare result window shows a list of files to be affected by the proposed sync actions.
In between the left and right file(s), the are two icons (and a checkbox).
The right icon (under the green circular arrows) shows the FFS proposed sync action.
The left icon (under the gray camera) indicates the Difference Category. If you hoover your mouse over the this icon in between the files, you can read the Difference FFS concluded, which caused FFS to propose the sync action. It may e.g. tell you the left file is newer. This may be by your own doing, but can also be the result of some virus scanner e.g. changing a file attribute.

May be a Daylight Saving problem.

TAC109, this is exactly what happens to me (twice a year). Is there a way to stop this from happening? It seems like a really quirky thing.
