Running Linux Mint 19.3 and FFS 11.11
Suddenly, my .ffs_guis are behaving like batch files. Running them manually, the file list is built and then it goes immediately to synching. I can't find any setting to stop this.
Reverting to 11.10 no help.
Version 11.11 on a Windows machine works fine.

By "run manually", do you mean double clicking a *.ffs_gui configuration file?
Or opening the FFS GUI, then selecting a previous sync configuration and the clicking "Compare"?

I select a .ffs_gui, single-click "Synchronize". It scans the folder pairs, and then instead of pausing and displaying the "Start Syncronization Now?" dialogue box with a summation of the "new, update, delete" files, it goes directly to synchronizing the file pairs.

Well, then this behavior in Linux is definitively different than in Windows.
I can not tell why and if others experience the same.
If you want/need to review the Compare results before committing to an actual Sync, try opening (just) the FFS GUI, select the appropriate sync configuration from the recently run list or open the configuration, and then launching the Compare from the GUI.

You've accidentally selected "Don't show this dialog again". You can restore the default via Menu->Tools: Options: Restore"
