Will no sink a file from on HDD to second HDD

Will not sink a file from on HDD to second HDD on the same desktop. It requires administrative permission. How can I correct this problem?

Obviously, administrative permessions are required if accessing one or both of the HDDs (or at least the folders involved in the sync) is only permitted for admins.

Also, administrative rights are required if you need/use VolumeShadowCopy or want/need to copy Symbolic Links (bottom).

PDF. I have permission for the higher level folder, but not the lower level. My plan is to get permission from the lower level folder where the file is stored. I believe that this may solve my problem.
