Best filesystem to use with free file sync which supports move detection and renames

Which are the filesystems that I can use with free file sync which support Move and Rename detection?
Will free file sync handle if I rename a folder and move it to another directory?

The above page doesn't list any specific filesystems.
When I use it with NTFS then move detection is hit or miss.
Could you please suggest a file system with which move detection is guaranteed to work no matter how complex the operation.

NTFS has been bulletproof for me

NTFS should work reliable in all cases unlike FAT (FAT32, exFAT), which allows for move detection "sometimes".
