How does Free File Sync behave for all objects that have not been included in the "Exclude" filter - and - in the "Include" filter?

FFS first uses the include filter to add things to it's list, then uses the exclude filter to remove from that list. Anything not in the include filter won't even be considered, thus ignored entirely.

From the FFS Manual page on Including/Excluding:

Files and directories are only considered for synchronization if they pass all filter rules:
They have to match at least one entry in the include list
and none of the entries in the exclude list ...
