FFS can already detect file renames on local drives quite reliably by using file ID on supported filesystems.
However, it doesn't yet do this on Google Drive. A cloud side rename on Google Drive will be treated as a delete+new file.

Since I'd like a local unencrypted copy and a cloud encrypted copy synced all the time, encryption should be integrated with the syncing. A separate call is unlikely to work.

<FileTimeTolerance Seconds="-1"/>
This ignores any time difference.
Then select compare by file time and size (except time is out of the picture now)
