If you are logged into OneDrive on both devices, shouldn't it already be kept in sync? There will be some delay of course, but the whole point of OneDrive is to have your data synced up between devices

For the USB drive, it could have failing NAND, failing controller, or the VeraCrypt layer is causing an issue.
How you tried with another USB key with a new VeraCrypt setup?

Set deletions to be permanent in the sync settings or figure out a way to get access to the Recycle Bin on the network device. It likely doesn't have one though

FAT32 has a 4GB file size limit, is the possibly your issue?

Sounds like OP is requesting that each location have its own versioning path, and then deleted/overwritten files would go to the locally specified versioning path instead of the global one configured for the configuration. Similar to how global and local filters work now.

Isn't this intended behavior? It sounds like OP wants to monitor multiple locations and have a sync fire off if any one becomes mounted, and not all will be mounted at a time. Running just a comparison between two locations in FFS will show you the differences between the two

The USB drive format may not support the timestamps or the modification of them. Try switching to File Content or File Size comparison, although these will take longer to run.
