Filter specs are relative to the Left and Right location of your sync pair.
A filter can never include an absolute path.

Try adding *\test\* in your exclude filter.

Your approach seems to conflict with the essence of a mirror sync. Nevertheless, there are probably multiple ways of ultimately achieving your intent. Your error message seems to suggest you do not have the proper rights.
Try running FFS with elevated rights, e.g. as Admin.

The message seems clear enough: you don't seem to have the proper rights to write "F:\sync.ffs_lock".
Did you try running FFS with Admin rights?

It seems the best you can do is to make a batch-script that checks the availability
of the server or of the ffs_batch-file, and only if available invokes FFS.

Did you check your Exclude Filter?
Files that satify the Exclude Filter rules will not be copied over.
That might explain the differences.

As a workaround, you might want to look into using the FileTimeTolerance
parameter (see the FFS Help), which can help you bridge the "gap" of 1 hour.
