It's likely that Zenju just hasn't packaged it into the official release.
You just have to download the rar file, extract the contents and you should get a .lng file. Copy/move that .lng file into the languages.zip folder in the FFS install location.

I'm not quite sure what Zenju's criteria are for integrating languages is. The problem I can see is that is has to be constantly maintained as text is added/removed. I don't know how he is doing it for the other languages, but it would be a huge amount of work manually

I don't understand why Catalan is not in the program.

If pull requests were enabled in github it would already be done.

I translated some open source projects to Catalan language and it's so easy.

RAR file is not considered a convenient archive format since it need additional software like 7-zip to extract the files, unlike zip which is natively supported since Windows ME
