Yes - as mentioned the top FFS download link on https://freefilesync.org/download.php is dead at least for me. The Fosshub link works and has been trouble free recently.

Why would you want to change the system time while syncing? FFS anyway cannot handle changed system time beyond one hour for daylight saving. A MAJOR failing of the software for those of us who frequently change timezones.

My solution to this is to partition my computer. Then only the files in my data partition need to be backed up. The 100k files in my data drive take 42 seconds to compare to my external drive backup. So no need to pause. My Music, pictures etc partitions, do not need to backed up every day.
