What you are asking is already there …
As per the Note below the Manual-page on excluding items, simply run a Compare, right-click the file or folder you would like to (temporary or permanently) Include or Exclude, and select your desired option.

A RecycleBin[xxx].ffs_tmp folder will always be created if files are to be recycled in an FFS sync.
However, it should also be removed when FFS terminates correctly.

That is the way the Windows batch file works; it waits for the previous command to finish.
If don't want the batch file to wait for the previous command to finish, use the batch file START command.

The default Include filter is "*", meaning: include everything (that is not explicitly excluded).
The list you are showing is the default content of the Exclude filter.
These items are in the default Exclude filter list, as it normally does not make sense to have these included in your sync.
